The president says the cash will be spent wisely
Barcelona president Josep Bartomeu discussed the club’s transfer window on Monday and told fans the Blaugrana would spend the funds from Neymar’s sale carefully.
“The 222 million euros that we received for Neymar Jr will be administered with prudence, rigour and serenity”, says Bartomeu #FCBlive http://pic.twitter.com/GrmEUnS3X3

The quote at the very least sends the message of patience for the summer signings everyone expects, and some supporters are demanding.
Despite rumors that Barcelona have already decided on the players that they will bring in as a result of the €222 million, it would seem that while there is a list of targets, the decisions are being made with due process.
Using the careful words of “prudence, rigour and serenity” says a lot about how Bartomeu views players moving in and out his club. He also discussed his perspective on Neymar’s exit.

If we’re to take two things away from these quotes it’s that Bartomeu will exercise caution in spending the funds, and that “no player is bigger than Barça”.
Speculation claims Barca are being quoted inflated fees for top targets Philippe Coutinho and Ousmane Dembele and Bartomeu has given us an insight into the current decision-making process.
Following Neymar’s departure, the transfer window has become increasingly important as Barca seek to strengthen in a bid to regain their Liga crown.
Bartomeu knows that the statement will always linger: “What did Barça do with the Neymar funds?” He seems to be aware of the weight of what Barcelona has to do this summer, and is taking extreme caution with their decisions.
